have a question my sister was petitioned by my dad 1997 she was then 19yrs old under f2a/f2b my father naturalizes 2002 so my sister case was then converted to f1 but now the nvc is asking if she would like to opt out of the conversion which of course would benefit her due to the current status visa availability for f2a/f2b. does it mean that if gets an interview date at the embassy the consular office wont do the math of looking into if she qualified for f2a/f2b visa?

by doing the math, do you mean calculating her age for immigration purpose?
Yes, CO will do that and she will be placed in either F2a or F2b category.
If you mean, because your father became USC she wan't qualify for F2 - it is acceptable to opt-out (stay in F2 instead of upgrading to F1). It happens often for children from Philippines. So I am sure CO will know about it.
