Where could we report about practicing immigration services (GC, visas) without possesing any licence? Is that legalin uS?

It depends on the "services" being provided. If someone claims to be a government official and isn't, it's a crime. If someone sells ID, forges documents, brings illegals in or harbors them, these are all crimes. If this person claims to be a government agent and charges a fee, they've committed a crime. If you know someone is doing this, you can try INS, or call the FBI.

Recently a coworker filed for legal permanent residence. He has an EAD and a good SSN and can legally work. He had a guy help with the forms who said he was a government official, and he paid this man several hundred dollars. The guy worked at a courthouse in an unofficial capacity. Our guy got ripped off, and the man who "helped" him is guilty of misrepresentation and fraud. If the person states up front that they are not with the gov't, INS, the DOJ, and is not an attorney, fine - I dont know if they should/can charge a fee - why they would demand a fee I don't know - whatever happened to just helping people?
