delay in h2b priority dates

Did you mean the processing time May 95 is State dep or Ins for 1-130 approval.Since we have i-130petition at Vermont for the 1st Pref category and they are now at Jan 99 but the State dept visa bullet is correne for our category and visa is available, so we are confused if we can file AOS, advance parole and EAD without I130 approval since visa is availabe?

I didn't get that information from any website. My relative petition got approved (F2B) recently and his priority date is August 1996.

Priority Date: August 1996
Petition Approved December 2003
AOS fee bill paid December 2003
DS-3032 (agent of Choice) returned to NVC by applicant in January 2004
AOS (Affidavit of Support) submitted January 15th 2004
Waiting for IV fee bill, which was prepared on January 19th according to automated message system of NVC, soon to be mailed.

Ralhan, although current processing times says May 8th 1995 but they are processing cases around August 1996(NVC).
