I-130 Petition for Alien Relative

Hello everyone,

If a my mother( US Citizen) is 55 and she is filing for her mother in India to come to the States.
My question is: should her mother come here and then file for other sisters and brothers of my mother or should my mother File for the
sisters and brothers togather.

Brother 2 ( 1 married and 1 single over 21 )
Sister 4 ( 3 married and 1 single over 21 )
