a) I went to college in Canada, great country, but too cold for my taste, so I stay home.

b) I like their immigration act, it makes it very clear, "from the VERY beginning", what they are looking for in immigrants.

You are not gonna be happy. They have changed the immigration act, which means they have changed the immigration rules. So no more immigating to Canada for studing!!
