guestuser is pretty much correct. No one could be sure that the IRS will not disclose information about an illegal alien who files taxes via an ITIN to the INS - and in that case things could get very ugly.
Just do not file taxes at all if you work with a fake SSN - your employer may file taxes about you but as long as the fake SSN is linked to a misspelled name of yours, IRS has no way to track down a real person.
