Is the father a USC? Are there custody agreements in writing and filed properly, or were they going on verbal agreements? Can you give us more info?

Hello, I hope someone can help me. I have a friend who has twin 4 year old boys in Moscow and the mother is refusing to allow the children (who have dual citizinships) to come to America for visitations.
Does anyone have any information on Russian Attorneys or Law that could help us??? Please???
    Thank you.
