You should apply for duplicate passport from embassy of your country. If you have a duplicate copy of your passport with Visa it will help you a lot to get new Visa, when you will go to your country.
Most important thing is that you must leave before the date allowed by the INS at the Airport i.e. period of entry allowed by the INS (date on I-94). You have lost your Passport with I-94 but you must remember the date till when you can stay here and leave before that date.
Good luck.

No. You must get a new Passport or a Travel Document from your Consulate to travel back to your country. To get that you must report the loss of your Passport to the Police and take a copy of that report to Consulate of your country to get Passport or Travel Document.
Good luck.

If I have to get a new passport from our U.S. consulate, then why do I have to leave the USA at all? I am in a state where there is no consulate from our country, and I will be traveling to the other coast to go back to my home country if I have to, so I am trying to save some money by not having to go to the U.S. consulate since I can always get a new passport in my home country. That is assuming that I would have to leave the USA. But with a new passport from the U.S. consulate, would I still have to leave, or can I just ask the INS for a duplicate visa?
