    It seems he will be waiting years to get his visa approved. Go on the department of state website and check the visa bulletin for latin american re visa numbers on family petitions. Your husband is first category as he is married to you.

    You can file a Waiver- otherwise known as an I-212 to bring him back. But this is up to the discretion of DHS. Also, there needs to be a case for him to return. They will not bring him back just because you are married. You need to have at least one USC child together and show that you need his income/support of any kind. The waiver is filed and is DISCRETIONARY on the part of the government. But you can try.
