The report says he is a German citizen. The first name listed suggest to me that he is not natural born German. There is interesting book i came accross of by accident some months ago.
Titled Afghanistan The Bear Trap: The Defeat of a Superpower, it's authored by Brigadier Mohammed Yousaf.

What davdah perhaps means here is that he can illegally abuse a power (if he has any) and order local municipalities to put a long stick in your butt if you dare to open your mouth and peacefully express an opinion that he may not find delightful to his ears. I am glad he doesn't mention truck drivers.

Just what it says. More tickets and less forgiving equates to greater revenue.
If you received a ticket and decided to fight it versus paying the pre-printed fine amount you would often walk out with a reduced penalty, even if you were wrong. It used to be that way.
Now, not only are they squeezing as many infractions as discoverable, judges are less amicable to lowering the fine amount. Not to say it's futile to object to this sort of pocket picking. By all means, fight to your dying breath.
I've never been in favour of these long drawn out court processes. What should be done to expedite the judicial process is shooting the offender on sight. It clears the roads and courts in one shot. On the other hand,as E is suggesting, officers may opt to impale the suspect instead of wasting valuable ammunition.

Saddam Hussein would be proud of you! And this we hear from a guy who served in army that went to Iraq to depose a dictator who was deposed, among other things, for doing exactly what davdah now advocates doing.
