Do good seo agencies for small businesses even exist?

I am running a small ecom business, and I get lots of emails from SEO people saying they can help me out. When I schedule a call with them, they put me in contact with someone from india with a broken webcam that can barely speak English.

I tried googling some agencies, but the only ones that pop up have logos of big enterprises on their websites, and I am kind of intimidated, I don't really want to schedule a call with them, They'll likely charge me in the 5 figures. Any good ways to find agencies for small businesses? Thank you guys for helping me out
