petition approval in cspa for f4

boni,nvc has sent a letter in december 2001
and telling that your case has sent to consulate
for any process you should contact at consulate and we dont have your any files in nvc ,now will nvc accept our ds1 ,since they are telling to contact consulate,and when we contacted consulate ,they told to download packet3 from web site,we have not paid any fees,and only sent ds 1 form in last week ,what we have to do next

as accepeted ds1,and they sent a letter stating that we have accepted your packet 3,if my mom visa is termitted in november then how they will
they accepted accept ds1 forms ,and now why they are asking petition approval from us ,and where we can see that one

The approved petition was the 1-130.

Your mom has to filed up the DS230 and send it to NVC. This partakes of the nature of a visa application. You should have send it before Nov.2002.
