I-130 and criminal background check.

Does anybody have any info if BCIS performs a criminal background check on the beneficiary of the I-130 petition (NCIC check)? Or the check is done when the beneficiary files I-485?

When a person files for AOS I-485 and then that person is fingerprinted. During wait for interview Immigration does back ground check on that person.
