At this point it does not matter what address you use. He will be deported if any agency (incuding the court house clerk) turns in his status. Has he thought about going home and waiting for a fiance visa? You should be aware that if he is challenged at the border, he will probably face a 3 to 10 year ban. Any move at this point should be thought out very carefully.

If they know he entered illegally, he will not be able to adjust status. If they know he was here for more than 180 days, they will not allow him to return for 3 years. If they know he has been here illegally for 365 days or more, they will bar his entry for 10 years. I don't know if this is good advice, because I don't know if it would require lying to the INS in the future (which is definitely something you should NEVER do!), but maybe he can go back and not have to tell that he was ever here. This sounds too easy to be possible, as everything is beyond ridiculously complicated with the INS. If he has not been here more than 365 days, I highly suggest he get out now.

When we went to get our license, they didn't ask me for papers or anything like that!
They didn't care which address I gave them either!
It's probably different from state to state, I don't know.
Just get your license and get married but like everyone said, if he is illegal, as in he came into the country illegally without inspection, then he can't adjust his status.
If he overstayed a visa, it's a different story.
