I sent my 1-130, 1-485 & I-765 to VSC but they returned them with an NOA, saying they have no jurisdiction since it is concurrent filing. They said to apply at local district office in NY. All the forms have been stamped by Vermont but I sent them to NY anyway with a copy of VSC NOA. I Should I have completed another set of forms for NY or the ones returned by VSC are still okay to be sent to NY? Sometimes INS instructions can be confusing.
