Approved Labor Cert but No more petitioner

Received my approval for labor cert via RIR Oct 2002. The employer is now not willing to push through with the sponsorship. Can I still use this approved labor cert when I transfer petitioner? transfer state? Is there an expiration of the validity of a labor cert?
Labor cert was filed before April 30,2001.What should be my next step?
Any ideas will be greatly appreciated.

Unfortunately, you cannot use this approved LC if you change employers at this stage. However, if your sponsoring employer would agree to file I-140, and it gets approved, you can file I-485 and then change employer (keeping same or similar job). That way you'll be covered by AC21 and can adjust status as long as adjustment of status takes more than 180 days (which is a rule nowadays).

I thought the ac21 portability is only available to h1b categories.
i have an approved 140 and subsequent ead,and pending 485 for over a year, would like to change employers but have been told i cannot do so until everything is finalized which looks like another 3 years.would love to hear any info anyone can give me

What status do you have?

i was TN when the i-140 was filed and approved then went on with ead, 485 etc... so guess I am now what they call c-9 pending
