You may want to contact the INS and ask about the 9/17 ceremony. They may let you take the oath and mail you the Naturalization certificate. I know a few people who have been able to do that in different parts of the country.

Aren't you the same dude with DWI conviction who
was asking this same question before? Therein is your answer, you have a problem. Plus, you may want to go to Boston and ask them what happened.
It could be as simple as misplaced mail.

On the good note, you may ask a court to review the actions of the INS and even grant you naturalization, it is 180 days rule, I believe.
The court does not have to take your case, but there is a chance.

From my own experience, if you have no issues on record with your N-400, oath ceremony in Boston is usually within three weeks after the interview.
New voters, you know. Good luck!
