Why is it so slower in processing I-130 in Tx?

I think its cause texas borders mexico, and has jurisdiction over alot of border states. They have more files to process than the other centers. Texas also has jurisdiction over my state, Florida and I'm also waiting on an 1-130 for my spouse. There was rumor of all family based 1-130's being centralized to NVC (i think) to speed up processing times, but I dont know if this is a reality yet.
