EAD usually apply to those people that have a pending I-485 (adjusment to permanent residence status). They can apply for EAD which will allow employment while I-485 is being processed.

It can also be issued to asylees (or applicants for asylum), parolees, and holders of certain nonimmigrant status (i.e. J-2).
