Reviving surrendered green card

My friend's mom who is now a Canadian Citizen is in the United States at present. She was a Green Card holder prior to obtaining her Canadian Citizenship. Since obtaining her Canadian Citizenship, she has been entering the US on her Canadian Passport. Before coming to the US, she surrendered her Green Card at the US Embassy in New Delhi in November 2009. She is in the US on a 6 month visitor's visa. As she has been a Green Card holder in the past:

1. What form does she have to use to get a fresh Green Card?
2. How long will something like that take?
3. Can she apply in the US or does she have to go back to India to do it?

Any nelp will be greatly appreciated.

Tak - how would returning-resident visa help someone who is no longer a resident!? Sorry, but SB is not a quick-fix for all of those who stayed out of the USA for too long. And even less for those who abandoned residency.

Bawaji, it does not matter that your frined's mom was a Green Card holder in the past.. She has to go through the process of obtaining Green Card as someone who is doing it for the first time. What she can do, depends on who can sponsor her. Is your friend US citizen and living in the US?

She obviously didn't need her GC if she moved to Canada, got her Canadian citizenship and surrendered her CG.

Why does she need her GC now? Is she planning to move and live permanently in US?

Your friends mom realizes that this is not a credit card to open and close at her whim, doesn she?
