CSPA......Benefits from new memo

if the I-130 form was filled in December 1990, and was approved in the Sept. 2002 ( here you petition will be called approved only when Visas became available) proivded that the beneficiary files the form I-485, witin one year... of visa avaliability ( sept. 2002). Now subtract the days from that age (i.e. aliens age at the time of filling petition) the number of days the form I-130 was pending.

so, it would be sept. 2002 - (minus) dec. 1990 = 12 years pending form I-130.

so, the alien will be benefited form CSPA.
