I was born in Canada in 1978 and adopted by my parents in Utah when I was a
few months old. Neither of my birth parents were US citizens, but my
adopted parents are. My adopted mother has dual-citizenship (US &
Canada) and my adopted father is a US citizen. They did not fill out
the appropriate paperwork when I was under 18, so I do not have a
Certificate of Citizenship or any citizenship documentation. I have a
delayed birth certificate from Utah, my Canadian birth certificate,
adoption paperwork, and a Social Security number that was given to me
when I was temporarily in foster care as a teenager.
I need help to determine if I am a US citizen and how I can get a
passport. If I am NOT a US citizen, I need help figuring out what are
the next steps I need to take to legally become a citizen, seeing as
how I was adopted by US citizens and have lived here my entire life.
I was advised by the USCIS Customer Service line to make an
appointment with a local office, however, there are no appointments
for information/services at the local office. When I have previously
visited an immigration office, they weren't sure what I should do.
I have been reading and re-reading information on the USCIS page,
and it's quite unfortunate that I was not under 18 in 2001.
