I got my green card on Feb 1999 and my Dad got his naturalization on 1991. Can I be derived as a citizen and apply for a passport? I'm confuse with my status... Please Help!!!

I have an I -140 Approval on 2007, priority date is 2003. Currently I have overstayed my B2 Visa. What should I do in order to advance so that I can adjust my status. Thanks for your kindness in replying to this question.
