    Can someone explain to me what this is normally issued for? Is it for trying to enter on an expired visa?

    a 212 relief is where you committed a crime in moral turpitude prior to 1996. some drug charges and other offenses can be used also.

      Interesting, because this didn't happen before 1996. It was in 2003. I was thinking it relates to immigrant intent without a valid visa.
