i married a brazilian girl while she was in the US on a tourist visa. She has returned to brazil
What should she do: Come back to the US (she has more months allowable)and file the paperwork with me? Would this prevent her from going back to Brazil? Or should I file her paperwork here and get her in the system? Would she be able to come back in under her remaining tourist visa?

After some time apply for spouse visa.. it better for you.

Simplest solution would be apply for a Green Card, and then get a travel permit while waiting.

You could also apply for a fiance visa. It will allow her to come in quicker and be in the US while her spousal visa is processed. A little more expensive but it depends how long you can be apart for.
