  • H1b1 (Singapore & Chile treaty visa)

If a person from Singapore is with a nonimmigrant status in the US, what forms should be filed to change to H1b1? I read that the I-129 is not required to obtain this visa and it can be obtained in the consulate with an approved labor condition and a letter from the employer. Is the I-129 necessary if the person changes status in the US or the I-539 form is enough? Another question, is it possible to change status to the regular H-1b from the H1b1 later? Thanks!
