SSN eligiblity only paid out after 40 qtrs. no benifit before complition of 40 qtrs.. even though there is a clause for young generation its not certain if SSA will have the enough funds to pay out to those who are contributing now.. chances are slim

yes, you can get social security taxes refunded to you, if you hold F-1 visa and file form 843.

Nobody gets a refund of their social security or medicaid taxes.
What you can get is a refund of your 401k and/or retirement plan if you had one. If they were tax-defered, you will have to pay taxes on them (about 20%) and maybe even a penalty if you are 65 or younger.
They will send you a check (or deposit it on an account sometimes). It usually takes about 4 weeks to process.
