Maybe because he knows that even if she files I-130 for him, that wouldn't give him any status in the USA. He has to wait until the visa number becomes available (5 years) to be able to apply for adjustment of status or immigrant visa; or until she becomes a citizen (which wan't happen any time soon either). And in the meantime, it may be more difficult for him to come as a tourist.Comment
