No Objection Statement for J1 waiver

Does anyone have a success story in obtaining a No-Objection Statement (NOS) from the Philippine Embassy for a J1 waiver, if the application is based OUTSIDE the criteria set in granting the NOS?

I'm looking to change status to F1 (student visa)or H1b visa.
