any new visa law for LPN's?

Is it true that a new law has been/ will be approved to allow LPN and RN who are foreign born get their H-1(C) due to the shortage of nurses?
How does it work and which states are seriously affected?
I am an LPN and I am looking for an employer in Orange County CA to offer me a job and file the papers for me. How can I get an employer and a lawyer to help me in this case. I am still living in MD but will be relocation soon to CA. Any help? Please e-mail me at sumbey@hotmail.com
