Why does the I-130 take so long

Can anyone tell me why does the I-130 application for non citizens take so long? I mean there still processing applications for 2002.

Because there's a numerical limitation on a number of immigrant visa numbers issued each year for non-citizens who are not close relatives (spouse, parent, child under 21) of USCs. More info on http://uscis.gov

Hi, I had to wait 3 years for the approval 1-130. Yes, there is a numerical limit on visas for family based applications. Do you live here?
