    U.S. Government Accounting Office (GAO) Demands USCIS to Increase Actions for Permanent Resident Petitions.

    The latest GAO report to the Congress thoroughly reviews current procedure of processing and adjudication of permanent resident applications, identified frauds and potential terrorists, and vulnerability of current system of processing and adjudication of green card applications, and recommends the USCIS actions to reinforce agency procedures to assure integrity of the green card processing and adjudication system.
    The USCIS has generally agreed to the report and its willingness and commitment to work on devices that can enhance integrity of its processing procedures.

    It is interesting to note that in the past, immigration benefits system focused on the issues involving frauds and other issues that had affected integrity of the applications of the alien beneficiaries, but this report raises serious loopholes in adjudication of petitions filed by the employers without sufficient mechanisms including site visits that can enhance the integrity of the processing system against the vulnerability of frauds and terrorists.

    The year 2009 may be marked as the year of integrity for both labor certification and USCIS green card processing and adjudication process. This is contrasted to the focus and attention one time given to the immigration system improvement towards elimination of "backlogs" leading to enactment of AC-21 legislation in the late 1990s and early 2000s.
