How long can one wait to adjust to naturalization once you recieve permanent residence? i am an aslyee who has waited for 4yrs(and still waiting)for LPR.Does this time count to naturalization??

Unfortunately your waiting time wont be counted towrds naturalization. Once you get your Green Card, it should be backdated 1 year from the issue date. This will allow you to file for N400 (citicenship) in 3 years 9 months.
