After reviewing a blog entry by Victor Davis Hanson, titled Is Illegal Immigration Moral?: Dimensions the debate too often ignores, there was a part that still remained unclear.

"It is deemed noble to send billions of dollars back to families and friends struggling in Latin America."

I was wondering if anyone knew about what he was referring to, and whether it was governmentally related or not.
