Bear in mind--The party platform is not set by Congressmen, but by civilian members of the Party from each state, who are often in effect appointed by the Party leadership. They have no vested interest in getting elected, in the way that Congressmen do, and are not going to get held accountable.

Tom Tancredo has already said that a guest worker program will be in for a fight in the House. Having a guest worker program in the platform doesn't mean that members of Congress won't oppose it, anymore than having opposition to immigration in previous platforms meant that everyone went along with THAT.
