As a Canadian citizen, can person still enter the USA on VWP? I was told Canada is no longer participating on VWP. Thanks.

This all depends on the purpose and length of your visit. You will be questioned at the border as to what your purpose is, where you are going, length of stay, etc. If your plan is to come and visit for a few days for vacation, no problem. If your plan is to reunite with an American spouse, you would need a visa for this.
I actually only live a few miles away from Canada, and have friends there. Going back and forth is pretty liberal for reasons of leisure, however, there is strong talk of changing entrance requirements, taking effect in 2008. You will be required to have a valid passport to enter, and possibly more, depending on the upcoming changes.
Right now what you will need is at least 2 pieces of identification for yourself if planning a trip soon. They will refuse entry for pretty much any reason they choose at customs, so have an exact plan before coming and be prepared to answer every detail, if need be.
