Help filling out I-90

My in-laws are renewing the GC bcs it is expiring after 10yrs. I'm not sure what the answers are to some of the questions on part 3.

The form I-797F (Notice of Approval of Relative Visa Petition) my in-laws have has the Mesquite, Texas address with a date of Oct 99. I do remember that we picked them up in El Paso, TX in July 99.

Would the "Consulate where Immigrant Visa was issued or USCIS office where status was adjusted" be Mesquite and would "date of admission as an immigrant or adjustment of status" be the Oct or July date?

I'm pretty sure the port of entry would be El Paso, Texas.

Did your in-laws adjust status in the USA or entered with an immigrant visa?

You say you picked them up (at the airport I assume) in July 99, before I-130 was approved (October 99)? That suggests that they adjusted status in the USA? or ?

When they entered and with what visa?
If they enter with non-immigrant visa and adjusted status in USA, when did they have interview? Look into their passports, there may be a stamp I-551 with a date of adjustment and 3 letter code of the office... You can also look at their green cards: what category are they in?

I finally got to look at the passport and perm. residen card again.

The I-551 stamp says admitted F43 until P/R and is dated July 28, 1999.

How do I find out what the categories mean? There is also the following on th stamp...150 ELP 886.

F43 is "child of an alien classified as F41 / F 46"
F41/F46 is brother or sister of USC
ELP stands for El Paso, and number is most likely officer's ID.

Does that make sense?

Yes, that does make sense...and thank you so much for clearing this up. What do I check to know for sure whether it was an immigrant visa or adjusted status? The I-130 was filled out by my father-in-laws brother.

Ask them!
If they went to the consulate after I-130 was approved, had an interview there, got IMMIGRANT visas, received that I-551 stamp at the airport, and green cards were mailed to them a few weeks/months after they entered the USA, they went through consular processing. -&gt; Consulat where immigrant visa was issued

If they entered using tourist visas (or VWP), filed I-485 while being in the USA, and had an interview at the local USCIS office where they got I-551 stamp, they went through adjustment of status (adjusted from tourists to residents).-&gt; USCIS where status was adjusted (if it is small local office under the jurisdiction of El Paso office, you can write both.)

Since the date on the I-551 stamp is simlar to the date you remember picking them up at the airport, the first scenario is more likely.

You can check their visas in passports: whether they are immigrant (IR-X) or non-immigrant (B1/2)
