      yes and you should carry both the old and new passport with you if the old one carries a visa that can not be transfered to the new passport

        US Embassy/Consulate, and US Passport Agencies in US always returned your old passports after cancelation. If you are working in Middle East you should get your passports issued at the nearest US Embassy/Consulate and get your residence visa transfered into the new passport before you travel. If you have any other countries visa's then you can attached your current passport with the old passport and travel that is acceptable at most of the Airports.
