Reporting H-1B Sweat Shops for Discriminatory hiring practices

I recently graduated from college and i am here in the U.S. on an OPT.

While searching for job I frequently come across ads that state that they ONLY CONSIDER HIRE H-1B candidates.

This is an obvious red flag and I avoid those companies like the plague.

I would like to know if, and how, I can report these companies to the DOL. I recently sent a e-mail to the DOL, using the e-mail provided on their site, but the e-mail was returned.
