DREAM Act eligibility question

Hi,

When it comes to eligibility regarding prior offenses, a friend of mine was arrested for submitting a fraudulent passport application about 7 years ago. He was not charged at the time, but was arrested.

He came here when he was 14 years old and is now 32 - he has his GED and has not been in any other trouble.

Simply looking for advice on his situation - not looking to 'defend' his actions - his mother was quite ill at the time - no excuse I know but to him it was what he thought could help him - obviously it did not.

He will need to report that. He should take some initiative and go the the local ICE office and register now so there will be no problem when the DREAM Act passes.
