Add sister in law and my nephew

I had filled petition for my brother back in 2003, now i need to add his wife and son to it, what form should I use and how much is the fee. I had heard people that they need to get a lawyer to do this.

You don't do anything until his visa number comes up and the Department of State notifies him that he can apply for a visa. He just includes wife and children on the visa application.
