N400 moral character question

Hi guys,
On Form N400 part 10, questions 15 and 16: does the arrest, detenction, citation pertain to incidents that happened outside the US many years ago too? or is it just incidents since living in the US? Thank you.

I called USCIS customer service and I was told different things by differnt people. One agent said I had to include history of both in and out of the US. The other agent said that these questions pertain to history after living in the US. So, I am pretty confused. I have no problems including everything outside the US, which by the way, happened more than 20 years ago, but the problem is to get official documents of the incidents--that's next to impossible..!!

I think you should consult with an immigration attorney, to make sure that whatever you have wont prevent u from becoming a citizen or get a Notice to Appear.

and remember u have included incidents on ur 485! So they will already have that information and will compare both applications. So do make sure they both say the same thing!! Basically I hope u didnt omit certain things on ur AOS. Because they do have a habit of catching up on u.

again, I have asked my attorney and prior to that called USCIS...

Traffic tickets aka citations, are not considered nor cared for by Immigration aka Homeland Security....unless its DUI,Hit and Run etc

Of course since living here! Immigation have no means to check your record abroad, so why would you talk about it?Use common sense if you have one.

Yeah, common sense. I apologize, but this premise is dead wrong. What happened to the background checks being conducted "in and out of the US" for each individual naturalization applicants? During this age, can the US just accept each N-400 application on its face value (based on the applicant's background since residing inside the US), i.e. letting the country to be a possible safe haven for fugitives, as the tone of your statement suggests?

(Please note that this is a general statement with no specific reference to the OP's individual case).
