I am a USC, my husband is a LPR and we are awaiting interview date. We want to apply for his children ages 17, 16 and 13. We would like to know what forms we need to fill out and in what specific order. And can he file as a LPR or should I file as USC?

You should file. If he files they will need to wait an additional 6-8 years. If you file they do not need to wait for an IV to be available, and they will immediately become citizens once they live with you and have LPR.

When she married why cant she file the I-130 along with her husband to bring the children into US since they are under 21 years of age?

If she were to petition for them, they would be children < 21 of a permanent resident. If he petitions they will be classified as children < 21 of a citizen, ie- immediate fan=mily of USC not needing to wait in a preference category. The I-130 only has one petitioner, not co-petitioners.
