I believe the senate made a huge mistake by proceeding with the hagel/martinez bill instead of giving the mccain/kennedy bill a chance....the reason for that is because you must have as much leverage against the house so you could be able to make deals..
what im saying is that they should have voted on the mccain/kennedy amendment first, get it passed the house, then put the hagel/martinez amendment in your back pocket and use it as a take it or leave it deal against the house once they reject the mccain/kennedy amendement. ..the mccain/kennedy could have been used in a way where the senate would give it up and replace it with the hagel/martinez bill which slims the legalization and throws out 2 millions out of the process...so the senate couls say that they give up a major part of their bill and that now, the house would have to accept it in the hagel/martinez form...
sensenbrenner could have been blame by painting the senate as the only body that is restructuring their bill to accommodate a deal whyle the house refuses to budge...i also think the house made a mistake by taking the felony charge out before the senate-house hearing..they could have also use this as leverage to show the public that they were budging.
the problem of entering negotiation with the hagel/martinez bill is, now you can not afford to slim the bill further, i just cant think of anything they could give up to reach a deal with the house.
