Hi, I am waiting a priority date, from Mexico,F3, and in June Bulletin, the priority date was March 96, and now, in August Bulletin, the priority date is May 92,
Can some one explain what's going on?

Yes. The State Department rolled the numbers back to keep from going over the numerical limits (number of visas they can give out each fiscal year). You'll see the numbers move forward again in October because that is the start of the new fiscal year.
