I don't remember the exact wording of the law, but I am 95% sure that they don't go by the visa issuance date. It is something like certain immigrant children (of USC) are granted citizenship when they are admitted into the USA as lawful permanent residents. One of the requirements is that the child must be under 18. As I see it, your sister does not qualify to acquire USC in this way as she was not under 18 when she entered the USA.

First of all who file the Petitions for your sisters?
If they claim the U.S. Citizenship, then why they have to have an Immigration Visa?
You need to be more clear in your information, I can under stand what you are asking.

shekonkoo: you need to restate your question...can't figure out what you're asking....
Ability may get you to the top, but it takes character to keep you there.
