He'll need a co-sponsor on the affidavit of support if he doesn't live in the U.S. Or, he will need 5x worth of assets over the required minimum income.

The short answer is "yes".
The long answer is that although he can petition for you, and that petition will be approved, in order for you to become permanent resident, he will have to submit and affidavit of support which requires his residency here in the United States. Therefore, if he has no plans of returning to the United States, an approved petition won't help you become a permanent resident.
