filing I-485 and I - 130 together at what address?

the I-485 special notice tells us to file I-485 at a post box number at Detroit MI and the note in I-130 says if both the I-485 and I-130 is to be filed together then one must do so at the local INS office having jurisdiction over the place of residence of the person filing the I-485.

Does this mean that all applications must go to the post box address in Detroit of the INS or the local INS office?
