My brother-in-law wants to become a naturalized citizen. My sister and he were married in June of last year and are expecting their first child in September. I can't understand from him whether his Visa is expired or is going to expire very soon but we need to begin the paperwork and I have no idea where to start. Any help or advice would be greatly appreciated.

Check out www.uscis.gov. You will find a lot of useful information on their website explaining the process step by step.

... and at the same time it can be confusing if one doesn't know the basics.
To guide you further, we need some info:
- your sister and brother-in-law live in the US?
- your sister is also US citizen?
- on what kind of visa BiL entered?
- anything in BiL's history that he would rather not say (police record, drug use, health problems, previous deportation etc)?
In the meantime, you and your sister can read the instructions on forms I-130 and I-485 to get an idea what may be required.
http://www.uscis.gov/portal/site/uscis -> Immigration forms (scroll down).
