It kind of makes you wonder, though--if this guy is so important, just why didn't the people organizing the event he's attending give the Embassy a "heads up". How is some poor peon of a foreign service officer (or even, possibly, a local contractor) supposed to know this guy's background or have the know-how to evaluate it?

It would be much better if every consulate/embassy is required to give a detailed explanation about the reasoning they used to deny a visa application. One can't simply say "because I think so" anymore.
